Roles and Responsibilities

Category 1 (Cat1) Responders are those organisations at the core of the response to most emergencies (e.g. Emergency Services, Local Authorities, NHS bodies and the Environment Agency). Category 1 Responders are subject to the full set of civil protection duties.

• Leicestershire Police
  Saving and protecting life, preserving the scene and evidence, co-ordinating the activities of multi-agency partners.
• Leicestershire Fire and Rescue Service
  Rescuing people trapped by fire, wreckage or debris, dealing with released chemicals or other contaminants in order to make an incident site safe, recommending exclusion zones.
• East Midlands Ambulance Service
  Sustaining life through emergency treatment at the scene, coordinating the on-site NHS response and determining the hospital(s) to which injured people should be taken depending on the types of injuries received.
• University Hospitals of Leicester NHS Trust
  Treatment of casualties.  In the event of an emergency resulting in large numbers of casualties, the ambulance service will designate receiving hospital(s) from one of these organisations (General, Glenfield, Royal Infirmary).
• Leicestershire Partnership NHS Trust
  Ensuring continuity of community health services, providing support for humanitarian assistance.
• Public Health England
  Identifying and responding to health hazards and emergencies caused by infectious disease, hazardous chemicals, poisons or radiation, giving advice to the public on how to stay healthy and avoid health hazards.
• NHS England
• Environment Agency
  Environmental regulator with a wide range of roles and responsibilities including responding to incidents affecting the natural environment, human health or property.
• British Transport Police
  Dealing with incidents affecting trains and rail networks.
• Local Authorities
  Representing the community, providing a wide range of functions that can be called upon in support of the emergency services during the emergency response, leading and coordinating the recovery process afterwards.
